California would spend $2.7 billion on new efforts to respond to the COVID surge

California would spend $2.7 billion on new endeavors to react to the flood in COVID-19 cases, including extra testing capacity and help to hospitals, under a budget proposal Gov. Gavin Newsom will ship off state legislators one week from now.
